Offences including manslaughter have been excluded from changes to sentencing rules amid an overcrowding crisis Grooming gang perpetrators and killers, including those responsible for PC Andrew Harper’s death, will be blocked from early prison release under changes announced by Andy Burnham after a backlash over the scope of the scheme. Here is a primer on how the crisis unfolded and what the upshot of Burnham’s decision could be. From 1 October 2026, a change to sentencing rules means some adults serving a standard prison sentence in England and Wales will be released earlier than the date originally planned, the Institute for Government explains. “Prisoners convicted of less serious offences, who currently spend 40% or 50% of their sentence in prison, will leave prison after a third of their sentence. A second group, currently released after two-thirds of their sentence, will leave after half,” the IfG says. “Leaving prison does not end the sentence. The person serves the rest of their sentence in the community on licence, under conditions set by probation, and can be returned to prison if those conditions are breached.” Murderers or people handed life or extended sentences have

Company is offering cash reward for 40,000lb stolen cargo, and turns theft into lighthearted social media promotion Pabst is offering a reward after tens of thousands of cans of its Blue Ribbon beer were stolen from the company’s southern California warehouse two weeks ago – if it is all safely returned. In Instagram posts, Pabst put the weight of the stolen cargo at 40,000lb (18,000kg) and started a countdown seeking its return. “To the thief: we don’t fault you for wanting to brag to your friends how much PBR you have, we just wish you obtained it the honorable way,” the company wrote. “Pabst is officially starting the clock now - you have exactly 18 days and 44 minutes to return our truckload of beer, no questions asked. Leading up to that time, we will be offering a reward to anyone who can help us solve this mystery.” It added: “P.s. this is real and we are deadly serious.” In the comments, KitKat US chimed in: “I know a thing or two about these kinds of things.” In March, a truck carrying about 12 tons of KitKat’s new Formula 1 range chocolate bars was pilfered from a truck in Italy. Justices’ 5-4 ruling permits Trump administration appeal to block lower court order halting above-ground work A divided US supreme court has permitted Donald Trump to continue building his controversial $400m White House ballroom despite legal challenges, raising the likelihood it will be completed. In a 5-4 ruling, the justices permitted the Trump administration’s request to block a lower court order that had halted above-ground construction of the project while a lawsuit by a historic preservation group seeks to block it. The US president, who demolished the historic East Wing of the White House last year to make way for planned ballroom, has repeatedly touted it as “a gift” to the US people. Monday’s decision from the supreme court comes after the court’s conservative chief justice, John Roberts, issued a temporary order that had enabled work to continue. However, Roberts joined the court’s three liberal justices in dissenting from the majority’s decision and wrote that the construction was “likely unlawful”. The court’s decision may allow Trump to bring to fruition a project that is at the center of his ambition to remake the US capital in his image. Since taking office, he ha

The state’s health department (NCDHHS) confirmed the boy’s death on Monday, saying: “NCDHHS has been informed that the teen who developed a rare illness, caused by Naegleria fowleri died on Aug. 31, 2026. We extend our condolences to the family, friends and community impacted by this loss.” Last Thursday, NCDHHS reported that the boy had contracted a rare illness caused by the single-cell organism commonly found in warm freshwater. The teenager – whose mother, Monica Mendoza, identified him as Moises Ponce Mendoza in an online fundraiser – was described earlier by the NCDHHS in its statement as “critically ill and receiving medical care”. A Facebook post from a user who identified himself as a close relative of Ponce – also said that the teen had died by Monday. In the online fundraiser, Mendoza described her son in Spanish as a “young man full of life currently fighting for his life in the hospital – in a coma”, adding that his illness started with severe headaches.
